CALL TO ORDER AND ANNOUNCE A QUORUM
CITIZEN PRESENTATIONS
This is an opportunity for citizens to address the Board on any matter whether or not it
is posted on the agenda. The Board is not permitted to take action on or discuss any
presentations made to the Board at this time concerning an item not listed on the
agenda. The Board will hear presentations on specific agenda items prior to the Board
addressing those items. You may speak up to three (3) minutes or the time limit
determined by the President or presiding officer. To speak during this item you must

The Trophy Club Municipal Utility District No. 1, Board of Directors met in a Special Joint Session with the
Town Council of the Town of Trophy Club, Texas, Tuesday, February 21, 2012. The meeting was held
within the boundaries of the Town and District and was open to the public.

President Moss announced the date of February 21, 2012; called the meeting to order and announced a
quorum of the Board of Directors Trophy Club Municipal Utility District No. 1 at 5:30 P.M.
Mayor White announced the date of date of February 21, 2012; called the meeting to order and
announced a quorum of Town Council at 5:30 P.M

REGULAR SESSION
1. Consider and take appropriate action regarding Joint Session Minutes for July 19, 2011.
Motion to approve the Joint Session Minutes for July 19, 2011 made by Vice President Sanders and
seconded by Secretary Carr.
Motion carried unanimously
2. Consider and take appropriate action regarding a Joint Election Agreement between the Town of
Trophy Club and Trophy Club Municipal Utility District No. 1.
Town Manager Slye explained to the Board that Denton County has contracted with Tarrant County for the
upcoming election and staff will be contacting residents that live in Tarrant County letting them know where
they can vote. The Town and the District will split the cost for the election through the agreement.
Motion to approve the Joint Election Agreement between the Town of Trophy Club and Trophy Club
Municipal Utility District No. 1 was made by Councilmember Rose and seconded by Vice President
Sanders.
Motion carried unanimously
3. Consider and take appropriate action regarding a Joint Resolution of Gratitude for District
Manager Robert Scott.
Mayor White read the Joint Resolution of Gratitude for District Manager Robert Scott. The Resolution was
presented to Mr. Scott. Board and Council Members expressed appreciation for Mr. Scott’s service to
Trophy Club. Mr. Scott thanked the Board and Council for their acknowledgement.
Motion to adopt Joint Resolution of Gratitude for District Manager Robert Scott made by Director
Sanders and seconded by Director Carr.
No vote was taken on this motion
4. Consider and take appropriate action regarding relocation of utilities for the proposed
Roundabout at Trophy Club Drive and Trophy Lake Drive.
Discussion was held regarding what is being covered in the bond from Denton County.
Motion to increase the District’s allocation for utility relocation as related to the roundabout from
approximately $60,000 to $93,627 made by Vice President Sanders and seconded by Director
Armstrong.
Director Sanders moves the previous question, seconded by Director Carr.

Motion called for consideration by the Board.

5. Discussion of electronic message boards at all Town entryways.
Town Manager Slye stated that the Council had asked to have a new message board be placed at Marshall
Creek Road coming into Trophy Club from Roanoke. The message boards that are currently in place
throughout Trophy Club are in disrepair and the Council would like to have the District participation in an
electronic message board replacement program to include a new board at Marshall Creek Road and Bobcat
Blvd. and the replacement of three current message boards in place. Each message board is $25,000
which does not include the enclosure around the message boards.
The MUD Board expressed interest in participating and would like Council to look into ways to offset the
cost.
6. Discussion of MUD support of potential Splash Pad at Harmony Park.
Town Manager Slye stated that there is approximately $457,000 left in the Park Bond for future park
improvements and one of those improvements that the council will be considering is a small splash pad
(approximately 600 sq. ft.) for Harmony Park. Slye would like to know if the MUD Board still wants to
participate as it stated in 2010.
The Board would still like to participate in water and wastewater service for the splash pad at Harmony Park.
Director Sanders reminds the Council that the Board cannot commit at this time because the funds were not
included in the budget and two of the Board seats are up in May.
7. Review the Interlocal Agreement for Employee and Contractual Services for Fiscal Year
2011-2012; discussion of same.
President Moss stated that he would like to have the IT portion of the ILA reviewed. Town Manager Slye
stated that the Town/MUD have the opportunity to be included in a regional compensation study. The Town
Manager and District Manager would like to have the Town and MUD participate in this study. The total cost
for the study is $10,000 total, $5,000 each.
Council Member Hoover would like the Board to consider having the Town hire a Public Works Director to
replace District Manager Scott. Scott stated that this item is not up for discussion at this time. Town
Attorney Adams states that this topic does fall within the ILA for Employee and Contractual Services and can
be discussed if the Council and Board choose to do so.
Director Carr would like to have the Town appoint committee members to the SEMO as the budget season
is starting at which time the SEMO ILA can be discussed. Council Member Strother would like to have the
Board consider appointing a Public Works Director that will report to the Council and Board.
8. Discussion regarding future Joint Sessions and agenda items.

Motion made by Council Member Strother, seconded by Council Member Rose to adjourn. Council
adjourned at 6:58 p.m.
